THE TREE TIER SPATIAL PLANNING MODEL
The model was introduced to streamline the use and management of land in a sustainable manner. It proposes the preparation of three hierarchies of plans namely the Spatial Development Frameworks (SDF), Structure Plans (SP) and Local Plans (LP). As a system, the model ensure the establishment of a direct connection between national development strategies and the spatial realisation of these strategies and local plans, through a ‘chain of conformity’ i.e. each level of the plan conforms to the higher level of plan.
